Who needs plans and who needs to submit building plans? 
 
Any new building and any alteration that adds on to, or changes the structure of an existing building must go to the City's (Planning) Development Management Department for approval. 
 
If you redecorate your kitchen, or replaster your house, you don't need permission, because you haven't moved any walls around or altered the drainage system. 
 
But if you make a change to the structure, for example, add on a carport or extend a room, you do need permission. When you submit a building plan for approval it is essential that you make sure that you have complied with the zoning regulations of the Town Planning Scheme and the building regulations.

Requirements for building plan submission to the council : 

* 2 Copies of the building plans – 1 x colour and 1 x black     & white 
* Council application form 
* SACAP Registration form 
* Title Deed 
* Roads / Water / Health / Fire Department Stamps. If applicable 
* Engineering Certificate. If applicable 
* Zoning information certificate 
* Surveyor General Diagram (SG Diagram) 
* Approved Site Development Plan (SDP). If applicable 
* Plan submission Fees 
* Heritage Approval stamp and letter if your home is older than 60 years 
* Permission letter and stamp from body corporate. If applicable 
* Time and patience.

What does a building plan consist of ? 

A building plan should consist of but not limited to the following : 
* Site Plan 
* Floor Plan 
* Section Details 
* Elevations 
* Different types of calculations, such as energy demands, etc 
* Different types of schedules, such as window schedules, etc 
* Notes pertaining to the project 
* Project information 
* Client information 
* Signatures of owners and approved draughtsperson
